OSCaR was developed by Children in Families, a Cambodian NGO, with technical support from Save the Children International, and funding from USAID. Children in Families is an NGO specializing in family-based care of children in Cambodia, with an emphasis on regular, ongoing case management of the kids we’re responsible for.
