Clip or convert video to HEVC

When this App was first developed, I need to create an mp4 video clip and optionally remove the audio for digital signage. Importing an entire, long, video into an editing App just to make one or two clips while detaching and deleting the audio takes way too long. A buddy of mine had the same problem with making his demo reel (he is a stuntman).
